CONTEST DIRECTORS AND PARTICIPANTS

 

Texas A&M University-Commerce is very pleased to have the honor of hosting the annual University Interscholastic League Regional Spring Meet.  This event is an opportunity for the ablest students of Region II-AAA to come together in the spirit of camaraderie as well as competition.  Our role is to ensure that this meet is fun, safe and memorable.

 

The designated administrator of each school who has qualified representatives is responsible for knowing the dates for the meet and the scheduled time for each contest or event.

 

Each school must follow the Spring Meet Code, which encourages all participants to compete in all contests in the spirit of fairness and sportsmanship, and to observe all rules and not resort to devious and/or unethical practices.  Participants should accept decisions of officials or judges, see that officials are treated with respect by contestants, school personnel and laymen, treat their opponents as guests, and put sportsmanship above victory.  Violation of the code may result in probation, disqualification, or suspension of participants or schools.

 

It is the responsibility of the contestants, their sponsors, coaches and/or administrators to obtain contest results.  Please plan to be present for awards for your event or have someone from your school present. Winners’ packets will be distributed during the awards ceremonies only.  The regional site is under no obligation to mail them to persons who do not attend the awards ceremonies.  If a contestant and/or coach or sponsor is not present, the awards and/or results will be mailed ONLY IF A SELF ADDRESSED, SUFFICIENTLY STAMPED ENVELOPE HAS BEEN LEFT WITH THE CONTEST DIRECTOR.

FEES and NO SHOWS

 

There will be a $12.00 entry fee for each contestant entered in each event with the exception of the One-Act Play, Tennis, and Golf.  For example:  If a student is entered in Current Events, Literary Criticism, and Editorial Writing, the entry fee for that individual is $36.00.  Each district director handles all entry fees for a district and then invoices the respective schools for the amount owed.

 

Specific information regarding entry fees is as follows:

1.         Academic:  The Spring Meet District Director should send the Academic Fees immediately upon the completion of the last academic event.

 

2.         One-Act Play:  This is not the responsibility of the Spring Meet District Director since there will be area contests after District.  The entry fee for the One-Act Play Contest is $100.00 per school.  At the conclusion of the area meet, it is the responsibility of the two advancing schools from the area contest to send in their entries and fees.

 

3.         Athletics:  The Spring Meet District Director should send in all athletic fees immediately upon the completion of the last athletic event, including Golf, Tennis, and Track.  Please send check to: Texas A&M University-Commerce, Division of Continuing Education, Commerce, Texas 75429-3011.

 

4.         Golf:  A $59.00 fee per person is required.  This fee includes the use of range balls at Tanglewood Country Club.  This is already added to the Golf entry fees shown on the next page.  Practice round permitted per UIL rule, but at additional cost.   Practice round fee payable directly to Tanglewood at the time of round.

 

In order to simplify the accounting procedure for regional entry fees, the District Director General for each district represented in Region III AAA will collect and submit the fees for that district.  Please send a single check for all fees made payable to Texas A&M University-Commerce, ATTN:  Division of Continuing Education, Commerce, TX  75429-3011 accompanied by a list of the students participating.  The District Director General will collect the proper fees from each school represented in that district in accordance with the itemized fee schedule listed on the following page.  The names and addresses of the District Director Generals are given on page 7 for your convenience. 

 

Regarding no shows:  A list of absent contestants will be reported to the state UIL office from each academic event.  It is vitally important that you notify the regional director in advance if a contestant will be unable to attend the regional competition.

A meeting of the seeding committee will be held at 5:00 p.m. on Sunday, April 22 at the Tyler Tennis & Swim Club where drawings for pairings will be held.  The seeding committee consists of the tennis chairman from each district.

 

2.         Matches are tentatively scheduled to be held at Tyler Tennis & Swim Club.

 

3.         Starting Times:  Monday, April 22

Check-in will be 30 minutes before scheduled match.  Other times will be scheduled during the coaches' meeting.  Players not registered and ready for play at the scheduled times will be defaulted 15 minutes after scheduled time of play.

 

4.         Format:  Single Elimination--All matches will be the best two out of three sets with a twelve point tie breaker at 6-all.  The tie breaker will be used in all sets.  U.S.T.A. rules will be used to govern the matches.

            *NOTE: Playoff for Second Place - the loser in the finals will play the winner of the third place match (to determine second place) unless these two contestants (or doubles teams) played each other in the semifinal round.

 

5.         Each participant must have two cans of unopened Wilson U.S.T.A. optic yellow hard court tennis balls.  Each winner will advance to the next round with two cans of unused balls; the loser will keep the remaining balls.

 

6.         The seeding information sheet in the Tennis Appendix A must be received by Wednesday, April 17.  A player will not be considered for seeding if this form is not completed and returned by said date.  For additional information contact Dr. Tallach (info. above) or:

GENERAL INFORMATION:

1.         The track meet will be held at Texas A&M University-Commerce Memorial Stadium on Highway 50 and Live Oak Street, Commerce, TX (See page 36 for layout of track and field areas).  Parking for buses and vans will be available on service road in front of the stadium - enter from the south and exit to the north.

 

2.           There will be brief coaches’ meetings at 10:00 AM and 12:00 noon on Friday, April 26 in the T-Lounge at Memorial Stadium.  Entries confirmation and coaches packets pick-up will also be in the T-Lounge from 10:00 AM to 2:00 PM.  Packets will include general information, competitor numbers, pins, event schedules, roster sheets, lane assignments, field events order, and coaches passes.  After 2:00 PM on Friday and all day Saturday, coaches’ packets may be picked up in the President’s Box located directly under the Memorial Stadium press box.

 

3.         Each coach’s packet will include four passes.  Those wearing passes will enter the stadium area at the pass gate (main stadium entrance, south door).  No other passes are honored.

 

4.         Team members will enter the stadium at the pass gate by wearing their competitor number.

 

5.         Dressing space is not available at Memorial Stadium.

 

6.                  An entry fee of $12.00 per contestant per entry will be charged.  See pages 2 and 3 for information concerning payment of the fees.

 

7.           Admission to the track meet will be charged on Friday and Saturday.  A one-day pass will be $8.00 for adults and $5.00 for students.  Two-day passes will be available on Friday at a cost of $12.00 for adults and $8.00 for students.

 

8.           Concessions:  Available both Friday and Saturday.  Ice for injury treatment and water is available at the T-Lounge training room, not at the concession stands.

 

9.         T-shirts:  Official Region II-AAA Track and Field Meet T-shirts will be on sale for $12.00 at the concession stand or nearby.

 

10.         At the 1995 Spring Regional meeting of the District Executive Committee, it was agreed that each District would furnish three workers to help officiate the Regional Track Meet.  These individuals will be utilized only if necessary and will be notified prior to April 26.  Please furnish these names, addresses, telephone numbers, and expertise to:

SPECIFIC INFORMATION FOR THE TRACK AND FIELD COACH

 

1.      Field Events:

  1. Throwing event implements will be weighed and marked at the north end of the stadium.  See events schedule for appropriate times.

 

B.   All field events will be run preliminaries through finals on the same day.

 

C.  Shot and discus rings are concrete.

 

D.  Approaches to the high jump, long jump, and triple jump are Rubraturf.

 

E.      Flights and throwing or jumping order will be determined by the meet officials after REGIONAL entries are received.

 

F.   The high jump bar and pole vault bar opening heights will be determined by the meet officials after                                  REGIONAL entries are received.  These heights will be designated on the EVENTS SHEETS available in the coaches' packets.  Continuing flights will be used in both events.

 

  1. The 90-second time rule for competitors in the throwing and jumping events will be observed.  The

two-minute time rule for pole vault competitors will be observed.  There will be no visual time aids.  An official will announce "30 seconds" to time lapse for initiating the attempt.

           

H.  Quarter inch or less spikes are required.  Spikes will be checked by an official prior to the event.

 

I.   Except for the field events using continuing flights, eight competitors will qualify from the preliminaries to the finals.

 

2.    Track (Running) Events:

 

       A. Confirmation meeting (See General Information on previous page.)

 

       B.  Track is 8 lanes, 42" lane width.  Surface is Chevron 400.

 

       C. Quarter inch spikes or less, or flats, are required.  Official will check spikes prior to events.

 

       D. F.A.T. timing.

 

       E. The 3200m run and 1600m run will be run as finals only.  Waterfall start.

 

       F.  Markings on the track:  No tape - suggest halve tennis balls.

 

G.        Relays:  Fill out relay competitor cards at confirmation meeting and turn in to stageing clerk at race check-in.  (Six competitors may be listed; four can compete; not necessary to use the same four runners in the finals who competed in the preliminaries.)

 

NOTE:  Relay teams may change personnel after the district meet until the conclusion of the confirmation meeting of the REGIONAL meet before the REGIONAL meet begins.

 

H.        Preliminaries/Finals:  The top two finishers from each preliminary heat shall qualify to the finals.  Remaining lanes shall be filled by the next four best times of all competitors.  A total of eight qualify to the finals.

 

I.          Meet officials shall assign heat and lane for the preliminaries based on district qualifying times.

 

J.          Stretching/Ready Area:  Athletes will report to mid-field to stretch, warm-up or jog prior to competition.

 

K.        If a competitor has to scratch from the meet while the meet is in progress, it is common courtesy for the athlete to make that scratch with the clerk of the course.

 

L.         When disqualifications occur, the track referee will notify the coaches of the competitors involved.  Coaches will be asked by the announcer to meet the track referee at a designated area.  (Southeast corner of the stadium bleachers within the retainer wall just beyond the finish line - called the "Conference Area" for running events).

 

M.       Procedure for update after District meet

The coach of any Regional qualifier that does not plan to compete (injury/ineligible/etc.) at the Regional level shall notify their District chairman.  The District chairman shall notify:  (1)  the coach of the next Regional Qualifier and (2)  the Regional Director of cancellation and who is to replace the entry.  This should be done immediately after fact is known.  Heat and lane assignments are made Tuesday prior to meet.

 

N.        Immediately after the regional meet, coaches of state qualifiers should notify the press box if any changes are to be reported to Austin.  (Relay names or any known individual races that can be updated for the state meet).

 

O.        It is most important that each coach fill out Appendix B (Team Roster – Regional Track and Field Meet) entry sheet.
