PURPOSE OF POSITION:
Responsible for the management of employee retirement programs, worker’s compensation claims, and serves as the university Teacher Retirement System (TRS) and Optional Retirement Programs (ORP) reporting official.
ESSENTIAL FUNCTIONS:
1.
Implements
Teacher Retirement and Optional Retirement rules and regulations as set forth
by the Texas Higher Education Coordinating Board and according to A&M
System Policy. Prepares and transmits
employee/employer contributions to Optional Retirement Programs (ORP) and State
Tax Deferred Annuities (TDA) companies.
2.
Cooresponds
with System Human Resources regarding new and existing TRS/ORP policies.
3.
Prepares
reports and transmits employee/employer contributions to the Teacher Retirement
System.
4.
Coordinates
new faculty and staff retirement options and provides system entries that
automate payroll deductions for TRS, ORP, TDA’s, and deferred
compensation. Monitors all Tax Deferred
Annuities for enrolled university employees (approximately 225).
5.
Completes
and transmits TRS/ORP reports. Requests
checks from Financial Services to be distributed to TRS/ORP carriers for
employee and employer portion of deposits.
6.
Assists
employees in determining the maximum exclusion allowances permitted by IRS.
7.
Serves as a
liaison between the department and ORP (29 companies) and TDA (39 companies)
representatives.
8.
Assists
employees in completing documents as required for retirement. Coordinates paperwork for employees applying
for service retirement or disability retirement; receiving credit for withdrawn
service; out-of-state service; military service; unreported service, sick
leave; etc.
9.
Prepares
and submits yearly ORP reports to Coordinating Board.
10.
Responsible
for reporting employee and retiree deaths to TRS/ORP carriers.
11. Provides presentations on retirement program options to university employees during New Employee Orientation as well as individually as needed.
12. Prepares and submits all employee worker’s compensation claims and follow up reports. Acts as a liaison between injured employee, State Office of Risk Management and A&M University System. Acts as a liaison between Physician Office and State Office of Risk Management and A&M University System. Works closely with related A&M-Commerce department regarding injured employee’s status. Submits progress reports to State Office of Risk Management and A&M University System and informs Payroll office and supervisors of injured employee’s status.
13. Verifies and maintains all A&M-Commerce employee Notice to Employees of Worker’s Compensation Insurance.
14.
Contributes
to the effective team management of all relevant problems, issues and
opportunities.
15.
This job
description shall include, but is not necessarily limited to, the above
duties. May temporarily perform other
duties assigned to maintain operations and services.

Marginal Functions will vary with the specific assignment and depend on the particular unit or function for which the person is responsible.
KNOWLEDGE
& SKILL REQUIREMENTS:
Requires
a Bachelor’s degree or equivalent work experience. Requires 3-5 years experience with retirement and worker’s
compensation preferably in higher education setting. Knowledge of BPP (Budget, Personnel, Payroll) system and FAMIS
(Financial Accounting Management Information System) preferred. Excellent knowledge in business
communications, spelling, punctuation, office procedures and excellent proofing
skills. Ability to organize and set
priorities, maintain records, interpret and prepare reports and compose
memoranda and letters.

Physical Demands: Normal office activity of sitting,
standing, walking and carrying.
Environment/Hazard demands:
Pleasant working
conditions, may deliver information across campus in emergencies. Regularly
works with confidential information, where disclosure could impact
long-term/legal action.
Normal Ambulatory Requirements:
Ability to move in and around personal work space and to and from other
areas of the office or building using wheelchair or other aid to attend meetings,
deliver/retrieve materials, conduct interviews or other activities outside of
personal work space.
Normal Cognitive Requirements:
Ability to learn, remember, and integrate rules, policies, or practices
guiding the performance of an activity. Ability to work through sensitive and
confidential issues, perform advanced tasks and work with internal and external
individuals. Summarizes data/may
delegate, lead role on projects.
Performs a wide variety of administrative tasks and prepares various
reports. Acts independently or with
very general direction. Errors may
cause significant disruption.
Normal Speech/Communication Requirements: Ability to communicate verbally with supervisors, co-worker and students to gather information and/or explain procedures.
Normal Written Communications Required: Ability to continually record information such as draft correspondence/reports/documents/policies/procedures, conduct interview and record information, prepare case narratives, or prepare other lengthy documents using handwritten or mechanical means.
Normal or Corrected Reading Vision Required: Ability
to read with attention to detail.
Marginal Auditory Requirements: Ability to hear and understand speech on
a limited basis with use of amplifying equipment/hearing aids.
Travel Demands:
No travel required, may on occasion for activities such as Basic Job Skills
Training (BJST) at a centralized center.
Lifting Demands: May lift office equipment and supplies on
occasion.
