            This information is for FY'03 (2002-2003)

   Salary Increases for both Faculty & Non-Faculty:  

o       A&M-Commerce plans to provide a $65 a month across-the-board increase to all benefit-eligible employees who have been with the University since September 1, 2001, or longer, effective September 1, 2002.  This increase is deemed by the Administration to be a pre-award of the 3% contingency increase with $65/month minimum which was originally approved by the 77th Legislature provided that funding was available.

o       All non-faculty employees will receive notice that this increase is a pre-award of any mandated FY2003 increase which may later be certified by the State Comptroller.  If the State Comptroller does not certify funds available to fund the full increase, the institution has identified a funding source for this portion of the increase.   (ie. If the comptroller finds the monies to fund the 3% contingency increase, then our University will have already fulfilled it’s obligation in funding this amount and will not have to come up with additional monies)

o       Included in this group of employees to receive pre-awards are Graduate Assistant and Teaching Assistants who will receive a prorated increase of $150 per regular term

o       The salary increase plan is equivalent to creating approximately a 2% pool for salary increases.   For the faculty, this will be considered a 2% merit pool, paid as all other employees are paid, $65/month per FTE faculty.

o       Since the A&M-Commerce median salary is low, this across-the-board increase provides a 3% or greater increase to more than 50% of our employees who are at the lower end of the salary spectrum.  Employees at the higher end of the salary spectrum will receive a much less percentage increase.

FY'02 Mandated Increases to be paid out in FY'03:

         Those employed less than 8 months as of 9/1/01:

Employees who worked for Texas A&M - Commerce less than eight months as of Sept. 1, 2001 did not receive any the 4% mandated salary increase at that time (in compliance with the Legislative timeline provided by the state).  However, as of Sept. 1, 2002  those employees, who did not receive any of the mandated 4% or $100 monthly minimum increase last year, and who have been employed at the University on or prior to February  28, 2002, will receive this increase on Sept. 1, 2002 added to these individual's base pay.

Those employed at least 8 months, but less than 12 as of Sept. 1, 2001:  Pre-Awards Granted in FY'02   for FY'03 mandated increases:

Last September, A&M-Commerce granted pre-awards in salary to employees who were employed with the University for more than eight months but less than twelve along with the legislative-mandated increases.   Those employees who received the pre-awards were notified that the fiscal year 4% mandated increase to be effective September 1, 2002, would be decreased by the amount of the pre-award increase previously granted.

     Reclassifications Increases Approved:

           The Administration has approved reclassifications increases.  Every employee in a position that has been successfully reclassified in FY'03 will receive at least a 3% increase to their current base pay.   If the reclassification process, by virtue of moving an individual to the minimum salary range of a higher zone, gives the incumbent in a reclassified position at least a 3% increase, then they will get no more.   If the reclassification process gives the incumbent less than 3% but a smaller % increase, then the incumbent in that position will get what is needed to bring them to a total of 3%.   If a position is reclassified more than one zone, the incumbent will receive the minimum of the new zone... or if already at the minimum only be eligible for a 3% increase to their current base pay. 

     Currently, HR is preparing these increases for all who were successfully reclassified in FY02 between Sept. 1, 2001 and June '02.   These individuals will be reclassified  retroactive to the beginning of June '02, and will receive increases based on the criterion described above.  HR will not require a PAF to be completed for these increases, but rather a memorandum will be generated in HR which will initiate the process.  Letters will be sent to all employees impacted and their supervisors.  Any successful reclassifications subsequent to June 2002 reclassifications, will be issued appropriate changes to their salary beginning in the month they successfully were reclassified.
