11.04.99.R0.08Provisional Undergraduate Student Appeal

Supplements System Policy 11.04


1. Provisional undergraduate students who fail to complete the requirements of their admissions status during the first semester of enrollment and are suspended from the university have the right to appeal if the student alleges that extenuating circumstances are involved.

2. Extenuating circumstances are defined as those situations which prevent the student from successfully completing the provisional requirement and are outside the student’s control. That is, up until the time of the extenuating circumstance, the student was making satisfactory progress, utilizing available resources, and regularly attending class. Therefore, if the extenuating circumstance had not occurred, the student would have completed the provisional requirement during the initial semester.

3. Undergraduate students are “provisional” for one semester only.

4. Students must submit a written summary of alleged extenuating circumstances regarding unsuccessful completion of provisional requirement(s); documentation to support extenuating circumstance(s); and other pertinent information to substantiate the case.

5. The Academic Advising Office shall prepare the student’s file including:

a. current Texas A&M University-Commerce transcript or academic history;

b. test scores and other information required for initial enrollment;

c. report from assistant dean of students identifying any excessive absences (if applicable) or discipline cases, if any, involving the appealing student;

d. attendance and progress reports from skills centers and/or teacher of record regarding failed course(s);

e. any other available information that would contribute to further understanding of the case.

6. The Provisional Undergraduate Student Appeals Committee (PUSAC) shall hear appeals. Committee membership includes: director of Academic Advisement (chair); provisional academic advisor(s); representative(s) from Faculty Senate (usually chair of the Committee on Admission and Retention); undergraduate student representative; representative from Admissions/Enrollment Management; director of Math Skills Center; director of Communication Skills Center; and director of Student Assessment.

7. The hearing:

a. The committee shall meet immediately prior to the first class day of each semester, or as soon as thereafter as possible.

b. A quorum is necessary for each hearing.

c. Upon completion of each hearing, the PUSAC shall decide, in closed session, that either the student may continue (student status is changed from provisional to regular) or the student may not continue and is suspended for one calendar year.

d. The PUSAC shall inform the student, in writing, of the decision.

e. The decision by PUSAC does not alter the student’s responsibility to the university for other purposes.
