11.01.01.R0.01 Consortial Relationships and Contractual Agreements

Supplements System Policy 11.01—Cooperation Among TAMUS Institutions
1. Purpose
Texas A&M University-Commerce recognizes that consortial relationships and
contractual agreements may be needed to achieve the highest effective utilization
of resources and to respond most fully to the needs of students for the purpose
of offering credit courses or programs.
2. Guidelines
a. The university must have sufficient control of relationships/agreements
so as to maintain compliance with Commission on Colleges criteria.
b. Participation in consortial relationships or entering into contractual agreements
for educational programs must follow reporting policies and procedures
related to substantive change.
c. The university must enter into consortial relationships for the purpose of
consortium degrees or certificate programs with regionally accredited institutions
offering degrees or certificates at the same levels. Exceptions must be approved
by the Commission on Colleges in advance of the formation of or participation
in the consortium.
d. The university must maintain the quality of all courses/programs offered
through the consortium and the consortial relationship should be evaluated
annually to ensure compliance.
e. Educational courses/programs offered through a consortial relationship must
be related to the teaching purpose of the institution and comply with all criteria.
f. Educational services and programs offered through a contractual agreement
with another institution or organization must support the purpose of the institution.
g. The Office of the President is responsible for maintaining original copies
of all documents related to consortial relationships and contractual agreements
and for maintaining and publishing a master list to the university community.
